How Does the HCV Program Work?

Eligible applicants are responsible for paying up to 40% of their monthly rent based on their income. Our voucher families pay approximately 30% of their adjusted monthly income for rent and DHA pays the other portion directly to the landlord. DHA voucher clients are responsible for adhering to your lease requirements including maintaining their homes and also keep in good standing with voucher program requirements. What are the benefits of the program?

Landlord partners are essential to the Housing Choice Voucher (HCV) program. When a tenant rents a home from you, they are responsible for abiding by the terms of your lease as well as HCV program requirements. Renting to HCV residents can be a beneficial business decision. Here are some highlights of the benefits to working with HCV families.

How Do I Become a Landlord Partner?

List Your Available Unit

To initiate your partnership with DHA as a prospective housing provider, you must register as a ‘Housing Provider ‘ via Bob.ai. After setting up your account, you can list a vacant, available rental unit on the Bob.ai platform. With a ready supply of prospective tenants, DHA will circulate the listing of your vacant available rental unit. Sign Up Here

Complete Electronic Request for Tenancy Approval (RFTA) Packet

After listing your available rental unit on Bob.ai, DHA will help match you with a renter who can move into your unit. Before you are matched, DHA will conduct a rent reasonableness and comparability study on your unit. After approval, you must complete an electronic leasing packet via the platform and submit it to DHA for review. This packet is called the Request for Tenancy Approval (RFTA) packet. Complete Unit Inspection

Upon final DHA approval of the electronic RFTA packet by both you and the renter, your unit will be scheduled for a Housing Quality Standards (HQS) inspection. After the unit passes inspection, the Housing Assistance Payment (HAP) contract will be signed. More About Leasing to a HCV Resident

Complete RentCafe Registration

All new housing providers will be provided a login to RentCafe. It is important to set up your account to access your ledger, view your unit portfolio, view caseworker information and more. After you complete your first electronic RFTA submission in Bob.ai, you will receive a Registration Code for RentCafe from DHA via email. Once you receive the Registration Code from DHA, you may create your RentCafe account. RentCafe Registration

  1. The tenant applies for a voucher and upon eligibility confirmation/approval, receives a voucher.
  2. The tenant has 90 days to find a rental unit before their voucher expires – it is their responsibility to find the unit through real estate databases such as Zillow, Trulia and AffordableHousing.com .
  3. Once a prospective landlord is identified, the prospective tenant and landlord complete a leasing packet to submit to DHA. This packet is called the Request for Tenancy Approval (RFTA) packet. It requests all of the information DHA needs to process the application and is important to complete thoroughly to avoid delays.
  4. Upon the RFTA packet submission, your unit is scheduled for a Housing Quality Standards (HQS) inspection. This is an important step in the process to ensure your property meets the federal Housing Quality Standards. The Housing Quality Standards were developed by the U.S. Department of Housing and Urban Development (HUD) as a baseline standard for the nation. These standards are basic conditions ensuring that the dwelling, in which federal resources are expended, is free of hazardous conditions that may be harmful to the occupants.
  5. After the unit passes the housing inspection, a calculation is made to determine the tenant share of rent and the amount of housing assistance paymen t, and the Housing Assistance Payment (HAP) contract is signed . This is the greenlight for you to complete the lease and allow the tenant to move into their new home.

This schedule provides an overview of the standard amounts of rental assistance DHA is allowed to provide based on ZIP code and size of home. Please note that the actual max rent payment to the landlord is determined by tenant affordability (what they can afford to pay), utility payment responsibility and the rent analysis completed by DHA. So, these numbers are subject to change per tenant situation.

How do I work with DHA to provide affordable housing options to voucher holders?

DHA welcomes property owners and managers who are willing to provide safe, decent, reasonably priced housing options for our clients. DHA helps by reducing owner marketing expenses. With a ready supply of prospective tenants, DHA will circulate the listing of a vacant available rental unit. This is where you can register to become a DHA landlord.
